Plugin: Use local JS file

I’m working on a plugin, that can be integrated through a CDN but I would like to have the JS and CSS in local files. To use code from local files, is it also needed to use the mdLibraries.Fn('load', method to add the local files? or what’s the best practice for this?

Same question for the regular JS files in a project, there I saw that the JS code is loaded automatically when adding the file but somehow I was unable to defined function in the separate JS file within the website (got a function not defined error).
