Section is invisible, takes up space, please help

While it could be something I did, the section shown below in the builder does not appear in preview or published versions of the site:

There is a space and the content is visibile via inspector, but nothing appears.

I created the section using a wireframe and made minimal changes. I don’t believe I made any styling changes other than the li alignment.

If you add z-index to that section, it will work, but I am not sure why this is happening, it will need further investigation.
